GENERAL DISCIPLINE

Nallamuthu Gounder Mahalingam College is your foster mother; the campus is your home. Apart from your parents, the teachers are the people most concerned about you and most interested in your future. Do your best to preserve the calm academic atmosphere of the campus. Every member of the College should carefully note the following rules and accepted traditions and try to respect them both in letter and in spirit.

  1. All students of the College shall behave always and everywhere with respect for their teachers and love for the country. They shall pay special attention to good manners, courteous behavior, modest dress, order, and cleanliness and shall do everything to maintain the dignity of the human person and the good name of the institution. They shall respectfully follow the instructions issued by the Principal and other competent authorities, from time to time.
  2. Each class will be entrusted to a Class Teacher. Besides, students will also be divided into groups and entrusted to the care of a tutor.
  3. Students shall greet teachers within the College premises, and also when they meet them in public.
  4. Students should wear Identity Cards always while in the campus and produce them on demand for inspection by any member of the staff. Identity cards are essential for taking library books, voting at college union election, refund of caution deposit etc. Duplicate cards will be issued only in extra-ordinary circumstances on formal application establishing the loss of the original and on payment of a fine of Rs. 50/-.
  5. The first bell is rung 5 minutes before the commencement of each session, and the second bell, at the hour of commencement. By the second bell all students will occupy their seats. At the end of both the morning and evening sessions there are two bells.
  6. Students shall be punctual and earnest in attending classes and other academic, co-curricular and extra-curricular activities.
  7. Lingering on the College roads, the courtyard and the corridors are to be meticulously avoided in order to enable free passage and smooth functioning of the college. Ill-mannered noise-making in the college premises is to be avoided.
  8. No member shall throw any waste material on the floor or ground, but shall drop them in the waste baskets and bins provided for the purpose.
  9. Smoking, consumption of alcoholic beverages and use of narcotic drugs are strictly prohibited. Criminal proceedings will be taken against those found under the influence of alcohol or narcotic drugs within the campus.
  10. Strict disciplinary action will be taken against students bringing outsiders to the college campus without prior permission of the Principal.
  11. Students shall not collect money for any purpose from any other student or public without the permission of the Principal.
  12. As per the Govt. order No. Rt/No.346/05/ Higher Edn. dt.1-3-2005 students are not allowed to use mobile phone on the campus and bring their vehicles to the restricted areas of the college.
  13. No student shall enter or leave a class without the permission of the teacher. Students should submit Leave Application to the Class Teacher when they absent themselves for a day or more.
  14. No information may be submitted for publication in newspapers, magazines, journals, or other media in the name of the college without the permission of the Principal.
  15. No celebration be arranged in the campus without the written permission of the Principal.
  16. Students will be allowed to bring their vechiles only upto the designated parking area. Entry beyond that point is strictly prohibited.
  17. The public and former students will be permitted access to the college only for genuine reasons. They will not be allowed to enter the class rooms.
  18. No Student is allowed to remain in the campus after 5.30 p.m. without genuine reason.
  19. Students are forbidden to organize or attend any meeting in the college campus, circulate any notice or petition of any kind, display posters, banners or boards, use megaphone / loudspeaker, and paste or write anything in the college campus and premises without the permission of the Principal. No student, on any account, shall make chalk, pen, ink or pencil marks or drawing on walls and furniture.
  20. No student of the college shall stage or indulge in any activity like dharna, gherao, etc. and obstruct entry to the college campus, class rooms, office, or other places inside the campus. This shall be treated as misconduct.
  21. Any student who is persistently insubordinate, who is repeatedly or willfully mischievous, who is guilty of fraud or malpractice in connection with examinations or who, in the opinion of the Principal, is likely to have an unwholesome influence on his fellow students, shall be removed from the rolls. The removal shall be either temporary or permanent according to the gravity of the offence.
  22. For unbecoming activities and serious offences, punishment may range from heavy fines, to suspension from classes, withholding term certificate, and in extreme incorrigible cases expulsion from the college. Any destruction to properties will be compensated from the student. If the culprit could not be identified, a common fine will be levied.
  23. All students are welcome individually to bring to the notice of the Principal / Grievance Redress Cell, in the right spirit, if any reasonable grievance or difficulty they might have.

(II) EXAMINATIONS, INTERNAL ASSESSMENT, AND TEST PAPERS

  1. The primary purpose of examinations and test papers is to continuously evaluate the academic merit of the students and also to give them positive feedback for future improvement.
  2. Exemption from attendance at examinations and test papers is granted only by the Principal.
  3. Malpractice in test papers and examinations will be regarded as a serious breach of discipline.
  4. College scholarships/ prizes/ concessions, etc. will be awarded only to those students who appear for the internal, model and terminal examinations and test papers of the college.
  5. There are 6 semesters in the undergraduate programme. Each semester will have 90 working days under the five day system. Each semester examination will be done in two parts, namely, the continuous internal evaluations and the external evaluation at the end of each semester.
  6. Every student shall complete the internal assessment including assignments and/or seminars according to schedule. A record of the internal assessment marks will be maintained by the teachers. Regular attendance is a part of internal assessment. Students are expected to write test papers at regular intervals.
  7. The promotion and selection of candidates for University Examination will be on the basis of a) The progress as testified by evaluations throughout the course (b) Regularity of attendance and (c) Good conduct and behaviour.
  8. Candidates who do not register their names for the University Examination of the semester/ year will not be permitted to continue the course of study in the next year.

UGC REGULATIONS ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL

INSTITUTIONS, 2009. (under Section 26 (1)(g) of the University Grants Commission Act, 1956)

WARNING ON RAGGING

The Tamilnadu Prohibition of Ragging Act No.7 of 1997 is in force and hence Ragging is prohibited inside and outside the College. Those who get involved directly or indirectly in Ragging by any means such as teasing, abusing, playing practical jokes etc., causing physical and mental annoyance will be dismissed immediately from the College. The following punishments will be given to those who indulge in ragging:

While the first 10 types of punishment can be awarded by the appropriate authority of the institution itself, the last punishment can be awarded only by a court of law.

WHAT CONSTITUTES RAGGING?

Ragging constitutes one or more of any of the following acts:

  1. Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating, or handling with rudeness a fresher or any other student;
  2. Indulging in rowdy or activities of indiscipline by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student;
  3. Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student;
  4. Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher;
  5. Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
  6. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students;
  7. Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person;
  8. Any act or abuse by spoken words, emails, posts, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student;
  9. Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.

ANTI – RAGGING CELL

The College traditionally maintains and fosters healthy and friendly relations among students. If any grievance arises from students especially from freshers, regarding the violation of rules in this regard, the anti-ragging cell will take necessary steps.

GRIEVANCE REDRESS CELL

There is provision for the redress of grievance at four levels. Complaints shall be brought to the notice of the teacher concerned in the first instance. If the student is not satisfied with the decision, he/she may appeal to the Departmental Grievance Redress Cell, which has as members, the Head of the Department, the Class-teacher and the teacher concerned. The student will also have the freedom to make further appeal to the College Level Grievance Redress Cell.

ATTENDANCE AND ABSENCE

ATTENDANCE

  1. The working day is divided into two sessions, the fore-noon session of three periods and the after-noon session of two periods.
  2. Attendance will be marked at the beginning of each period by the teacher engaging the period.
  3. Late comers may be denied attendance for the period, or marked late at the discretion of the teacher concerned.
  4. For the purpose of attendance, all working days shall be counted as whole day irrespective of the number of working hours. The days that will be taken into account are those marked as working days in the College Calendar or notified by the Principal (special class will not count for extra attendance).

ABSENCE

  1. Absenting oneself from one hour in any session will be considered as half day’s absence.
  2. A student shall be permitted to appear for the semester examination, only if he/she secures more than 75% attendance in each semester. Condonation of shortage of attendance to a maximum of 9 days in a semester subject to a maximum of two times during the whole period of a degree programme may be granted by the University. For other conditions, refer concerned university rules.
  3. Leave for one hour may be obtained from the lecturer in- charge. Application for longer leaves should be made to the Principal. Application for sick leave for more than three days should be supported by a reliable medical certificate. Any eligible leave should be claimed with supporting documents at the end of every month.
  4. Before taking leave from class, leave application should be submitted to the class teacher concerned.
  5. Leave for absence from college terminal examination should be obtained from the Principal after being recommended by the professor in charge.
  6. If a student is continuously absent from classes for more than 14 working days without informing the department; the names of such students shall be removed from the rolls. They may be readmitted at the discretion of the Principal, in which case they will have to pay the re-admission fee of Rs. 50 and all college fees due before they are re-admitted.
  7. The Attendance and Progress Certificate for each semester shall not be granted unless the student has got three-fourth of the attendance prescribed by the college in the course for instruction and for physical training; to the satisfaction of the authorities and his/her progress and conduct have been satisfactory.
  8. Benefits of attendance may be granted to students who attend the approved activities of college/university with prior concurrence of the Head of the institution/department. Participation in such activities may be treated as presence in lieu of their absence on production of participation/attendance certificate in curricular/extracurricular activities.

RE-ADMISSION TO COURSES FOR STUDENTS DISCONTINUED STUDIES

Students who discontinue their studies can re-join the same course after prior sanction from the University concerned. After re-admission the examination can be written in continuation to the previous ones provided the scheme and the syllabus remain the same. Otherwise, all the courses will have to be attempted again. Readmission fee of Rs.50/- and all other fees except caution deposit must be remitted.

DAMAGES OF FURNITURE BY STUDENTS DURING STRIKE PERIOD – REALISATION OF COST FROM STUDENTS.

(GO (Rt) No.42/83/H.Edn. dated 05/01/1982)

In the G.O. cited Government have requested to give necessary instructions to the Principal of the Government and Private College for realization of the loss caused to furniture, tools and apparatus of colleges during strike period due to violent action of students. As per the G.O. the Principals of all Government and Private Colleges are requested to give wide publicity to the orders among the students and impress on them that the loss in such cases will be made good by imposing collective fines on all the students of the college.

GRIEVANCE REDRESS MODE

Any student who is having any grievance with respect to academic / personal matters can redress it by addressing to the Principal through his/her Tutor/HOD/Grievance redress committee or by directly meeting the Principal. Finance related grievances will be forwarded to the Secretary for redress. Students can also address their grievances to the Principal by dropping the appeal letter in the suggestion box kept in various points in the college.

ATTENDANCE

Students should earn 75% of attendance (67½ days) in every semester to eligible to appear for End-of Semester Examinations.

If a student is absent for more than 22½ days, in a semester, the Principal can condone the shortage of attendance on valid reasons up to a maximum of 10% (i.e. 9 days) and for this the students have to pay the condonation fee.

Those students who fail to earn the attendance of 58½ days shall not be permitted to write the End of Semester Examination. However they will be permitted to go to the next semester where they have to compensate the previous semester’s lack of attendance and then only they will be permitted to write both semesters’ examinations.

Students absent for more than 45 days, will not be permitted to write the End of Semester Examinations and they will not be permitted to go to the next semester. In such a case the student has to rejoin that semester during which the lack of attendance has occurred.

The facility of compensating the lack of attendance will be given only once during the course of study and beyond that level the student has to re-join the course.

ATTENDANCE AND LEAVE

ID CARDS

Students must bring their Identity Cards daily to College and they must wear the ID Card while they are inside the campus.

CONDUCT AND BEHAVIOUR
  1. Every student shall wear clean and suitable

  4. No student shall leave the classroom or laboratory without the permission of the

  6. Students who may have no class to attend in any particular period, may go to the Reading Room or may sit in any classroom that may be unoccupied but shall on no account disturb the class at
  7. When attending public meeting and the functions in the College, students should be decently They should be polite and courteous to all, ready to oblige, respectful to seniors and should prove themselves lovers of good order and decent behaviour.
  8. Regarding matters not specified above, students shall aim at conducting themselves in a manner thoroughly worthy of the College, and in harmony with the best traditions of Indian life and
  9. Smoking inside the College or Hostel premises, throwing about waste papers, defacing the wall and committing nuisance on the grounds are punishable
DISCIPLINARY REGULATION (TNER)
  1. No student who has been convicted in a Court of Law for disloyal activities or who has been detained under Defence of India Rules or Restriction and Detention Ordinance 1944, shall be admitted or readmitted into the College without the previous sanction of the Director of Collegiate

PROCTORIAL SYSTEM

The College has proctorial system to ensure periodical monitoring of the progress and attendance of each student of the College. Each member of the staff will be in – charge of twenty students whose classroom participation, examinations and behaviour will be under thorough scrutiny of the proctor. The proctor may request the parents to visit the campus for discussion about the academic performance of the student.

ABC CATEGORISATION

The students of NGM are categorized into A, B and C streams immediately after their entry into the College. ABC categorization is primarily done based on their previous and present academic performance along with other parameters of evaluation taken up by the faculty. This methodology is to vouch for the cause of students in elevating them to higher and performers by precisely honing their talents and nurturing them for a brilliant career and meaningful life. The wards are persistently monitored and evaluated by the teachers at the end of every semester.

Based on their performance, Departments resort to corrective measures. Slow learners are particularly taken care of and support is extended to them to raise to the next higher stratum of categorization. The evaluators consider students with less than 50 marks as ‘C’ category and those between 50 and 74 marks as ‘B’ category and ‘A’ category students are those with 75 / 100 marks.

It is the solemn resolve and vision of the Management and Teachers to guide the students to reach higher levels of categorization. In this novel method, a teacher understands his/her wards holistically and works towards her/his upliftment. This exercise has paid rich dividends in the overall academic performance of the College.

RULES AND REGULATIONS PERTAINING TO CHOICE BASED CREDIT SYSTEM AND EXAMINATIONS

The office of the Controller of Examination started functioning from 1987 when this college was conferred with autonomous status. Since then, Rules and Regulations are framed based on the recommendations of Boards of Studies, Standing Committee on Academic Affairs, Internal Quality Assurance Cell (IQAC) and Academic Council, keeping in view that they must be student friendly while safeguarding the credibility of the Institution.

Choice-Based Credit System coupled with Grading, Innovative method of Curriculum and Evaluation:

This is a modern system introduced in Higher Educational Institutions to keep the curriculum relevant to the global demands and standards. Students are offered with a choice of Job- oriented courses, Elective Courses and courses for improving soft-skills. They can choose any course of their interest and need during the period of study and earn extra credits and certificates in addition to the Degree in their respective disciplines. In this College, Choice Based Credit System is followed from 2004 – 2005 academic year onwards.

Under this system, every subject is fixed with certain credit points, based on its content of knowledge, its application orientation as well as number of contact hours allotted. This is done after a thorough analysis of the content of each subject by the members of Board of Studies.
